GSA Eliminates Need for Digital Certificate, Moves eOffer and eMod to Multi-Factor Authentication System

The General Services Administration (GSA) recently announced that as of March 8, 2021, contractors will use FAS ID, a multi-factor authentication system, to access eOffer and eMod. This comes after the November 2020 announcement from GSA, prefacing that the update would happen in 2021 to support security updates.

According to GSA, “FAS ID is a secure, centralized identity management system that allows contractors to access many GSA applications with one email and password.”

The move to FAS ID means that digital certificates will no longer be required to access eOffer and eMod.

What does this change mean for contractors?

  • Contractors will not be able to access eOffer and eMod from March 6 - 7, 2021 as GSA works to transition the platform.
  • If you do not already have an established GSA FAS ID, you will need to follow system steps to create an account. The steps will be outlined when you access eOffer and eMod starting on March 8, 2021.
