A Message from the SBA for VOSB & SDVOSB Participants

Recently, the Small Business Administration issued a program update to Veteran-Owned Small Business (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) firms holding federal contracts. Qualified VOSB and SDVOSB participants now have an additional six months for an eligibility extension for their certification.

What does this mean? 

For the next recertification, firms will have an additional six months to complete the recertification process. Pursuant to 13 CFR 128.306, participating firms may recertify within 90 calendar days prior to the end of the extended eligibility period.

For example: A VOSB firm's eligibility period end date is August 1st, 2025. The firm's eligibility end date is now extended by six months to February 1st, 2026. The firm may recertify within 90 calendar days prior to that date, or as early as November 1st, 2025.

The SBA noted that contracting officers should refer to the Dynamic Small Business Search to determine a VOSB/SDVOSB firm's certification status, as they will not be issuing individual letters to participants with updated dates.

The recertification process will be done in the MySBA Certifications platform. Notifications will be sent via email to the firms' contact information 90 days prior to the extended eligibility period end date, with additional instructions and notifications during the period.

Updates to the Dynamic Small Business Search (DSBS)

The DSBS will no longer have the expiration field in the firm's DSBS profile, unless the firm exits the program by decertification or voluntary withdrawal. By doing this, the SBA will create consistency among the SBA's certification programs including HUBZone and Women-Owned Small Business (WOSB) / Economically Disadvantaged Women-Owned Small Business (EDWOSB).

Compliance

VOSB or SDVOSB participants must maintain their eligibility in pursuant to 13 CFR 128.306. Firms must notify the SBA with an eligibility changes within 30 calendar days to maintain participation, and the SBA encouraged firms to continue using the Veteran Small Business Certification to report changes.
